Tachograph analysis
From £12/vehicle/month
Every HGV operator is legally required to regularly download and analyse tachograph data from driver cards and vehicle units. Miss an infringement and DVSA takes notice. Let it build up and you are looking at a public inquiry, licence conditions, or worse.
PermitClear handles your tachograph analysis remotely every month — you send us the data files, we do the rest and send you a clear written report covering every driver, every vehicle, and every infringement flagged before it becomes a problem.
How it works
You upload tachograph data files to your secure Google Drive folder

No CPC qualification required for tachograph analysis — this is a data processing service. Need a named Transport Manager for a Standard Licence? Contact us to discuss ETM options.
One-time application service
Operator Licence applications
From £350 per application
Any business using a Heavy Goods Vehicle over 3.5 tonnes on UK roads for commercial purposes needs an Operator Licence. Getting it wrong delays everything and can draw scrutiny from the Traffic Commissioner before you have even started.
We handle the entire application process on your behalf — you tell us about your operation, we prepare the paperwork, submit to the Traffic Commissioner, handle the statutory advertisement, and keep you updated throughout.
Government fees (paid by you directly)
Application fee: £257 (Traffic Commissioner)
Licence issue fee: £401 (Traffic Commissioner)
Typical processing time: 7–9 weeks from submission
Licence types we handle
Restricted Licence — from £350. Carrying own goods only. No CPC Transport Manager required. Most common for owner-operators.
Standard National — from £550. Carrying goods for other businesses within UK. Requires CPC Transport Manager.
Variations — from £150. Adding vehicles, changing operating centre, or updating Transport Manager details.
What is included
Full application via VOL portal
Operating centre guidance
Statutory newspaper advertisement arranged
Status updates throughout the process
Our fee covers preparation and management only. Government fees are always shown as a separate line item and paid directly by you to the Traffic Commissioner.
One-time purchase · Updated annually
DVSA compliance document pack
£149 one-off
When a DVSA officer checks your operation, they expect to find proper records kept properly. Missing, incomplete, or outdated compliance documents are one of the most common reasons operators receive adverse findings and licence conditions.
Our DVSA Compliance Document Pack gives you everything you legally need, pre-formatted, ready to use, and updated annually to reflect any regulatory changes.
How you receive it
Delivered digitally within 24 hours of purchase
Google Drive folder with Word (editable) and PDF (print-ready) versions

New operator bundle
From £549 all-in
Just starting out? This bundle gives you everything you need to legally operate from day one — your Restricted Operator Licence application, the full DVSA compliance document pack, and your first month of tachograph analysis. One price, one point of contact, everything handled for you.
We see the same problem every week: new operators trying to piece together compliance from different sources, missing critical steps, and getting caught out by DVSA before they have even built their business. This bundle closes every gap.
What is included
Restricted Operator Licence application — full preparation and submission via the VOL portal, statutory advertisement arranged, Traffic Commissioner correspondence handled
First month tachograph analysis free — we set up your Google Drive folder, show you how to send data, and run your first full report at no extra charge
New operator compliance guide — a plain-English walkthrough of your obligations as a new HGV operator, what DVSA checks for, and what to do first

Do I need an operator licence if I only have one truck? ▾
Yes — if that truck is over 3.5 tonnes and you use it commercially, you need an Operator Licence regardless of fleet size. A Restricted Operator Licence for a single vehicle is straightforward and our fee starts at £350.
What is the difference between a Restricted and a Standard licence? ▾
A Restricted Licence lets you carry only your own goods. A Standard National Licence lets you carry goods for other businesses and charge for it. If you are a haulier — meaning other companies pay you to move their freight — you need a Standard licence. Standard licences require a CPC-qualified Transport Manager to be named on them.
How often does tachograph data need to be downloaded? ▾
Driver cards must be downloaded at least every 28 days. Vehicle units must be downloaded at least every 90 days. These are legal minimums — if you have missed downloads, contact us and we will advise on how to get back on track.
I have received a letter from DVSA — can you help? ▾
Yes. Contact us immediately — do not ignore DVSA correspondence. We can review the letter, advise on the appropriate response, and help you prepare your records. The sooner you contact us after receiving a letter, the more options you have.
Not sure which service you need?
Tell us about your operation and we will recommend exactly what you need — and nothing you do not.

Common questions from US carriers
Do I need MC authority if I only carry my own goods? ▾
No. Private carriers — businesses that only carry their own goods, not freight for other companies — need a USDOT number but not MC authority. MC authority is required only if you carry other people's freight for payment (for hire).
How long does it take to get MC authority? ▾
The USDOT number is issued almost instantly on approval. MC authority has a mandatory 21-day protest period after FMCSA grants approval. During this time, anyone can file an objection. After 21 days, your insurance company files the BMC-91 proof of insurance and your authority activates. Total timeline: typically 25–30 days from filing.
What is the new entrant period? ▾
Every new motor carrier is classified as a "new entrant" for 18 months after receiving their USDOT number. During this period, FMCSA monitors your safety data closely and will conduct a new entrant safety audit within the first 12 months. Failing the audit can result in your authority being revoked. We offer new entrant audit preparation to make sure you are ready.
Do I need to be based in the US to use your service? ▾

IFTA covers 48 US states and 10 Canadian provinces. If you operate in Quebec, note that Quebec is not an IFTA member and requires a separate fuel tax permit.
Common questions — Canada
Questions Canadian carriers ask
What is a CVOR and do I need one? ▾
A CVOR (Commercial Vehicle Operator Registration) is required for any carrier operating a commercial vehicle over 4,500 kg in Ontario. Other provinces have similar safety fitness certificates. If you operate commercially in Canada, you need this registration before you start hauling.
Do I need a CBSA Carrier Code if I only haul within Canada? ▾
No — a CBSA Carrier Code is only required if you cross the border between Canada and the United States. If you haul exclusively within Canada, you do not need one. However, if you ever plan to run cross-border loads in the future, getting the code set up early saves you delays later.
What is the difference between IRP and IFTA? ▾
IRP (International Registration Plan) covers your licence plates — it allows you to operate in multiple provinces and states under one apportioned plate rather than buying separate plates for each jurisdiction. IFTA (International Fuel Tax Agreement) covers your fuel taxes — it lets you file one quarterly return for fuel taxes owed across all the jurisdictions you drove through. Both are separate registrations and both are required for carriers operating across provincial or state borders.
Can I operate in both Canada and the US on the same registration? ▾
No — Canada and the US are separate regulatory systems. You need Canadian registrations (CVOR, CBSA, IFTA, IRP) for the Canadian side and US registrations (USDOT, MC authority, BOC-3, UCR) for the US side. Our cross-border bundle handles both at once — CAD $1,299 for the complete setup on both sides of the border.

About PermitClear
Built by someone who got tired of watching truckers get overcharged.
PermitClear was built for one reason: too many HGV operators and owner-operators were being overcharged, kept in the dark about fees, and left to figure out government compliance on their own — often getting it wrong and paying the price.
We do compliance differently. Every price is on the website before you call. Every application is tracked and communicated throughout. Every client gets one dedicated contact who knows their file — not a call centre, not a ticket queue.
We serve operators in the United Kingdom, Canada, and the United States. Whether you run one truck or a fleet of twenty, you get the same level of service and the same transparent pricing.

How we got here
The PermitClear story
The problem we kept seeing
Truckers paying for services they did not understand
Working with commercial vehicle operators across multiple markets, we kept seeing the same pattern: compliance agencies that buried their fees, sent invoices with surprise charges, and left operators confused about what they had actually paid for.
The decision
Build the agency we wished existed
PermitClear was built on a simple idea: publish every price publicly, respond to every enquiry within 2 hours, and treat every operator — whether they have one truck or fifty — with the same level of care and communication. Nothing revolutionary. Just basics done properly.
Where we are now
Serving operators in the UK, Canada, and the United States
PermitClear now operates across three markets under one brand, one website, and one set of prices. One agency, three countries, same standard of service everywhere.
What drives us
Three things we never compromise on
Transparent pricing — always
Every service is priced on the website before you call. Government fees are always shown separately and clearly. We will never send you an invoice higher than the quote you accepted.
Speed that actually matters
A compliance problem that is not dealt with quickly becomes a bigger problem. We respond to every enquiry within 2 hours. You contact us, a real person reads it and replies. That is it.
One contact who knows your file
From the first enquiry to your annual renewal, the same person handles your account. You never have to explain your situation from scratch every time you call.
Where we operate
One agency. Three countries.
